你可能喜欢In 2013, Chinese President Xi Jinping put forward the two concepts of "Silk Road Economic Belt" and "21st Century Maritime Silk Road" during his visits to Central Asia and Southeast Asia. For the past year, this "One Belt and One Road" Concept has greatly helped promote China's cooperation with countries from Central Asia and Southeast Asia, in areas like trade and monetary cooperation, traffic connectivity and people-to-people exchanges.
Along the northern Silk Road, the cooperation has promoted rapid increase in trade volume between China and four central Asian countrie of Kazakhstan, Turkmenistan, Uzbekistan and Kyrgyzstan. It jumped to 40.2 billion U.S. dollars in 2013, nearly 100 times than that of 1992. In the meantime, the revival of the Silk Road Economy has also helped improve infrastructure construction, create jobs and support local economies along the route.
Likewise, the Southern Silk Road has also proved important for China and South Asia, which are now home to nearly 2.8 billion people. Bilateral trade has increased to about 100 billion U.S. dollars in 2013; up from 35 billion U.S. dollars in 2006.
So, how do experts see the development of the "One Belt, One Road" and its effects on the regions through which these routes run? What implications will it have for the future of China, the Asian regions to the west, and the rest of the world?

‘One Belt, One Road’ needs perseverance

Since China's "One Belt and One Road" strategy, which refers to the
economic belt and the 21st century maritime Silk Road, was initiated at the end of 2013, significant progress has been made and increasing support has been garnered from the international community. At the same time, however, new problems have arisen with the promotion of cross-border cooperation. Sri Lanka's newly elected President Maithripala Sirisena announced the review of a number of mega-projects, including a construction project in Colombo harbor. Later, Greece's new Prime Minister Alexis Tsipras' call after appointing his fresh cabinet is to halt its privatization, including the port sale to China in Piraeus. When things like this happen, negative views concerning the "One Belt and One Road" initiative have appeared. Some have even started to discourage it. China is experiencing an important phase of rapid rise, and the economy and society have come into a transition period. At the diplomatic level, China is exploring a path of major power diplomacy with Chinese characteristics in pursuit of peace, development, cooperation and win-win results. In this respect, the "One Belt and One Road" initiative is a specific strategy as well as a significant channel to realize its goals. Meanwhile, it could also promote the transformation of our strategy of foreign policy."One Belt and One Road" is a strategy that is gradually programmed and implemented in a complicated and constantly changing international background. It is an unprecedented major exploration as well as an attempt at a new type of international relations. If there is one thing for certain about this exploration, it is that it has too many uncertainties and the process won't be perfect.But without these imperfect, and sometimes even painful process, it is hard for us to find the new path for the major power diplomacy with Chinese characteristics, or for our diplomatic innovation. There are always twists and turns when carrying out great undertakings. Ups and downs will appear in the promotion of the "One Belt and One Road" initiative. But what is important is not those obstacles, but our attitude to them.There will be more practical difficulties in pushing forward cooperation including the wide variations in politics, economy, society and culture among countries along the route and some conflicts and contradictions between certain states, which are hard to tackle in the short run. Besides, several nations are facing profound political adjustments, and economic and social transitions. Moreover, interventions from other major powers are also making the process arduous.In addition, the initiative is a common course for all the countries along the "road" and "belt." Therefore, it is improper to attribute the obstacles involved in the project to China's failings. The project requires diverse cooperation with an open mind among countries along the route. And China is not going to force it forward alone, but will help it enter a new virtuous cycle to make the cooperation smoother, while respecting the international environment, realistic conditions and objective principles of development. The initiative needs steely determination and great political wisdom to overcome difficulties in practice. It will take a long time to see the results. Thus, we cannot rashly define success or failure in the short term. Actually, the difficulties we are facing now are not the real challenges. The shift in the values and ideas over the "One Belt and One Road" from the international community and their reactions following the changes are the real challenges for us in the future. We should first pursue patience and peace of mind. Because only with a stable state of mind can we build up to a steady pace of development.So, what the "One Belt and One Road" needs is neither discouragement nor songs of praise. To seek consensuses in exchange and to increase win-win solutions in cooperation,
the ‘one belt one road’ cultural roundtable conference jointly hosted by CSCLF and
Lanzhou University was successful closed in the afternoon of August 25th. Li Ning,
the secretary-general of CSCLF, Long Ruijun, chief of Scientific Research Division of
LZU attended the closing ceremony, hosted by Song Jiang, deputy director of Liaison
Department of CSCLF.
In the closing ceremony, Ding Shuqing, representative from cultural exchange
symposium, Yang Lijuan, representative from regional cooperation symposium and
David Molden, representative from university cooperation symposium made
conclusive speeches respectively. At last, Long Ruijun made a conclusive speech on
behalf of the hosts.
After Chinese President Xi Jinping put forward the thought of jointly building the
"Silk Road economic belt" and "21st Century Maritime Silk Road", the meeting was
the first international symposium jointly organized by Chinese universities and
charitable organizations. In this two-day conference, participants reached many
constructive consensuses through equal dialogue, frank exchange and brainstorming.
These consensuses could be summarized into the following three aspects:
Firstly, to take the principle of “joint discussion, joint building and joint sharing” to
promote the “One Belt and One Road” construction, we should not only actively
promote the regional economic exchange and cooperation, but also appreciate the
cultural heritage and humanistic spirit. We should further deepen the friendly,
non-governmental and practical cooperation between countries along the Silk Road.
We hope that countries along the Silk Road economic belt and Maritime Silk Road
can&promote the ideas of communication、integration、dialogue and win-win for
flourishing and peaceful Eurasian regions by cross-border and cross-civilization
activities.
Secondly, the “One Belt and One Road” construction should break the traditional
regional economic mode, and rebuilt a new and efficient one. Guided by concepts and principles recognized by different countries, we need to promote a higher level
cooperation of the broadened contents, including industrial transformation, further
trading, deep investment and cooperation. We also need to deepen cooperation in the fields of humanity, education, science and technology, ecology, environment, etc. to achieve normalization of policy communication and liberation of trade and investment.
Thirdly, in an age that features in the ever deeper integration of knowledge and
economy, higher education has become a key force to promote social and economic
development. To promote a better communication of education among countries along the roads, especially the exchange of higher education, is of great significance for the construction of “One Belt and One Road”. The countries along the road should further encourage all forms of the personnel exchange among higher educational sectors and, by the way of educational resources sharing in more frequencies and of higher level,
scientific and technical cooperation and personnel exchanges, provide more experts
and intellectuals for the construction of “one belt one road”.
During the meeting, LZU signed a lot of cooperation agreements on teachers and
students exchange and resource platform sharing with Irkutsk University of Russia,
etc. Himalayan University Consortium(HUC) recruited members from University of
Chinese Academy of Sciences, University of Science and Technology of China, Kunming Institute of Botany, etc. and revised the consortium charters . Members of steering
committee are elected by voting.
"One belt one road" cultural roundtable conference has drawn a wonderful close after
two days’ academic discussion and exchange. Although two days flies, the spirit of
cooperation has been rooted in the experts’ hearts from 21 countries, of which China
is included. The experts and scholars will promote the related cooperation and
development in political, economic, cultural, technological, ecological and many other areas along the silk road economic belt.
