  《导游人员管理条例》第七条第二款规定:&国家对导游人员实行等级考核制度。导游人员等级考核标准和考核办法,由国务院旅游行政部门制定。&
  1.导游人员等级考核制度
  为了加强导游员队伍建设,提高导游员素质和接待服务水平,客观、公正地评价和选拔人才,调动导游员钻研业务和努力工作的积极性,引入竞争机制,为改革全国导游员管理体制、建立导游人才市场创造条件及为旅行社服务的等级化创造人员条件,国家旅游局于1994年发布了《关于对全国导游员实行等级评定的意见》和《导游员职业等级标准》,开始了导游人员等级考核评定工作。
  这一制度在日发布的《导游人员管理条例》中得以确认,从而成为一项法定制度。
  (1)导游人员等级考核的划分及适用范围
  导游人员等级分为两个系列、四个等级。所谓两个系列是指等级考核分为外语导游员系列和中文导游员系列;而四个级别则是指通过考核,将导游员划分为特级导游员、高级导游员、中级导游员和初级导游员。
  (2)导游人员等级考核评定办法
  ①特级导游员的考核评定,采取以评审考核为主、考试为辅的方式。评审采用论文答辩、跟团实查和专家审议三种形式;考核工作表现、导游技能、遵纪守法和游客反映;考试第二外语或一种方言。评定工作不定期进行。工作步骤为省(区、市)旅游局初评,国家旅游局评定。   ②高级导游员的考核评定,采取考试、考核和评审相结合的方式。考试科目为导游词创作和口译(中文导游员不考)两科。考核、评审方式和工作步骤与特级导游员相同;对高级导游员的评定每三年进行一次。
  ③中级导游员的考核评定,采取考试和考核相结合的方式。
  考试科目为导游专业知识(含政策与法规、导游基础知识、汉语言文学知识三部分内容)、现场导游两种。考核方式与高级导游员相同。中级导游员的评定每两年组织一次。考试以国家旅游局为主组织实施,考核以省(区、市)旅游局为主组织实施。
  ④初级导游员的考核评定,采取考核方式。凡取得导游人员资格证书后工作满一年的人,经考核合格,即可成为初级导游员。
  (3)导游人员等级考核评定的组织管理
  导游人员等级考检评定采取由国家旅游局统一政策、统一领导,与地方旅游局分工负责组织实施的办法。各省(区、市)旅游局要完善导游人员资格考试的组织机构,加强对这项工作的组织领.导和监督、检查,以保证导游员等级评定工作的质量。为了加强对等级导游员的管理,国家旅游局和省(区、市)旅游局建立导游员等级注册登记制度。各级资格有效期一般为五年。有效期满后,持征者要按有关规定主动到发证机构办理注册登记,并进行相应的培训和考核。逾期不办者,其证件自行作废。
  导游员等级证书由国家旅游局统一制作并核发。每次等级考试后,国家旅游局通过新闻媒介向国内外公布特级、高级和中级导游员名单及旅行社、导游公司导游员的等级构成情况。各旅行社、导游公司应在待遇方面对不同级别的导游员加以区别,拉开档次。已实行岗位技能工资的单位,京戏以导游员等级做为岗位技能工资的评定依据。
  2.导游员职业等级标准
  导游员职业等级标准是考核评定导游员等级的依据。该标准由国家旅游局制订,在旅游行业中实行。
  根据导游员职业等级标准的规定,各个等级的导游员必须符合的政治思想、职业道德和身体要求是:拥护中国共产党的领导,热爱祖国,遵纪守法,忠于职守,钻研业务,宾客至上,优质服务,遵守职业道德,身心健康。
  (1)初级导游员等级标准
  ①知识要求
  了解我国的大政方针和旅游及其有关的政策法规;掌握当地主要游览点的导游知识,了解我国主要旅游景点和线路的基本知识;了解与业务有关的我国政治、经济、历史、地理、宗教和民俗等方面的基本知识;了解有关主要客源市场的概况和习俗;掌握导游工作规范;外语导游员基本掌握一门外语,达到外语专业大学三年级水平;中文导游员掌握汉语言文学基础知识,达到高中毕业水平。
  ②技能要求
  能独立完成导游接待工作;能与旅游者建立良好人际关系;起草情况反映、接待简报等有关应用文。
  ③业绩要求
  完成企业要求的工作,无服务质量方面的重大投诉,游客反映酿率不低于85%。
  ④学历要求
  外语导游员具有外语专业大专或非外语专业本科及其以上学历,中文导游员须高中及其以上学历。
  ⑤资历要求
  取得导游员资格证书后工作满一年。
  (2)中级导游员等级标准
  ①知识要求
  熟悉我国的大政方针,掌握旅游及其有关的政策法规;全面掌握当地主要游览点的导游知识,了解我国主要旅游景点、线路的有关知识;掌握与业务有关的我国政治、经济、历史、地理、社会、宗教、艺术和民俗等方面的基本知识;熟悉有关主要客源市场的概况和特点;熟练掌握导游工作规范;外语导游员掌握一门外语,达到外语专业本科毕业水平,中文导游员掌握汉语言文学的有关知识,达到大专毕业水平。
  ②技能要求
  能接待不同性质、类型和规模的旅行团,有比较娴熟的导游技能;能独立处理旅行中发生的疑难问题;能正确理解旅游者的服务要求,有针对性地进行导游服务;能与旅游者、有关业务单位和人员密切合作,有较强的公关能力;导游语言流畅、生动,语音、语调比较优美,讲究修辞。外语导游员的外语表达正确,中文导游员能使用标准的普通话,并能基本听懂一种常用方言(粤语、闽南话或客家话)。能培训和指导初级导游员。
  ③业绩要求
  工作成绩明显,为企业的业务骨干;无服务质量方面的重大投诉,游客反映良好率不低于90%。
  ④学历要求
  外语导游员的学历与初级导游员的学历要求相同,中文导游员具有大专及其以上学历。
  ⑤资历要求
  取得初级导游员资格两年以上。
  (3)高级导游员等级标准
  ①知识要求
  全面掌握我国的大政方针和旅游及其有关的政策法规;全面、深入地掌握当地游览内容;熟悉我国有关的旅游线路和景点知识;有比较宽广的知识面;掌握有关客源市场的重要知识及其接待服务规律;熟练掌握导游工作规范,外语导游员熟练掌握一门外语,初步掌握一门第二外语,中文导游员熟练掌握汉语言文学的有关知识,初步掌握一种常用方言(粤语、闽南话或客家话)。
  ②技能要求
  有姻熟的导游技能,并有所创新,能预见并妥善处理旅行中发生的特殊疑难问题,有一定的业务研究能力,能创作内容健康、语言优美的导游词,外语导游员能用一门外语自如、准确、生动、优美地表达思想内容,并能胜任一般场合的口译工作,中文导游员能用标准的普通话和一种常用方言(粤语、闽南话或客家话)工作,语言准确、生动、形象,能培训和指导中级导游员。
  ③业绩要求
  工作成绩突出;无服务质量方面的重大投诉,游客反映良好率不低于95%,在国内外同行和旅行商中有一定影响,通过优质服务能为所在企业吸引一定数量的客源,有较高水平的导游工作研究成果(论文、研究报告等)。
  ④学历要求
  与中级导游员的学历要求相同。
  ⑤资历要求
  取得中级导游员资格四年以上。
  (4)特级导游员等级标准
  ①知识要求
  对有关的方针、政策和法规有全面.、深入和准确的理解;对当地游览内容有精到的认识,全面掌握我国的有关旅游线路的景点的知识;有宽广的知识面,在与业务有关的某一知识领域有较深的造诣;掌握有关客源市场的知识,全面、准确、具体地了解其特点和接待服务规律;熟练掌握导游工作规范;外语导游员精通一门外语,基本掌握一门第二外语,中文导游员掌握汉语言文学知识,基本掌握一种常用方言(粤语、闽南话或客家话)。
  ②技能要求
  导游技能超群,导游艺术精湛,形成个人风格;能预见和妥善解决工作中的突发事件;能通过优质服务吸引客源;有较强的业务研究能力;有很高的语言表达能力,外语导游员能胜任旅游专业会议及其他重要场合的口译工作,中文导游员能胜任某一有关专业(如重点寺庙、古建筑或博物馆)的解说;能创作富有思想性、艺术性和立论确凿的导游词;能培训和指导高级导游员。
  ③业绩要求
  职业道德高尚,工作成绩优异,有突出贡献,在国内外同行和旅行商中有较大的影响;无服务质量方面的重大投诉,游客反映良好率不低于98%;有一定数量高水平并正式发表的导游工作研究成果。
  ④学历要求
  学历要求与高级导游员相同。
  ⑤资历要求
  取得高级导游员资格五年以上。

导游资格证在日常生活中是没有用处的。如果想从事这个工作。首先只有把资格证换成导游证,你才能带团,才能进旅游景点不花钱(有些景点是需要拿着行程单和导游证才能免费的)。其次三年内导游资格证不换成导游证,导游资格证自动失效。当导游资格证换成导游证以后,每年都要年审。当然如果你不想从事导游工作,只想多个证,你可以选择把导游证放在导游人员服务中心进行挂靠,每年交几百的管理费,到年审的时候中心的会通知你。(年审比较简单,在网上答题即可)这样你的导游证既不会注销,也不用必须从事导游这个职业。希望我的回答能帮到你。

导游翻译第三讲7.Patience  The Guide can never dispense with patience, because he or she is dealing with foreign people who have different ideas and various tastes. No matter how trying things may get, the Guide should never lose his or hers. The Guide should always bear in mind that“The customer is always right”,so he or she should keep calm, never get cross with visitors, learning to reason with them rather than lose temper. The Guide has done one hundred things good for the visitors but if he or she loses temper once, they would possibly hold a grudge against the Guide and the Travel Agency. So the success of life lies not only in energy but also in patience.  8.Prudence  “Modesty helps one progress, while conceit makes one lag”。 This is universally true. No matter what achievements one has made, what compliments one has received, one has no reason to be conceited, as they only serve as a sort of encouragement to further progress. The Guide should make the most advantage of these achievements and compliments to place a higher demand on himself or herself so as to gain more and greater success in the service of interpreting. Many facts have shown that a perfect Guide is very modest and sincere to the colleagues and visitors and he or she never puts on airs, always doing his or her job conscientiously without being noticed. Therefore,the Guide must pay some attention to self-cultivation, always telling himself or herself that he or she is nothing but an English-speaking Guide-interpreter serving foreign visitors wholeheartedly and publicizing Party's policies so as to strengthen the relationship between China and other foreign countries.   9.Politeness  The Guide must have a strong sense of national self-respect as mentioned above, but in the meantime, he or she should be very friendly and polite to visitors. His or her behaviour should neither be haughty nor humble;neither overbearing nor servile; neither supercilious nor obsequious. To some extent, politeness shows one's level of education. A well0educated person must know how to deal with people in a polite way; if the Guide's attitude is rude, he or she would betray himself or herself to be ill-educated. If he or she doesn't know how to be polite, he or she is not fit for the job and had better leave for other positions.  10.Precision  A Guide's interpretation and ability to follow schedule must be precise. It is hard to ask the Guide to do perfect interpreting every time. Nevertheness,the Guide should be able to use proper words in proper places, that would make the true definition of a style. The Guide should be able to get the meaning and ideas precisely across to both sides. A fully qualified interpreter can help bring about a meeting of minds like milk mingling with water.   11.Punctuality  Time means money for passengers. The Guide must be punctual for all the activities, never keeping visitors waiting. Procrastination is the thief of time. The Guide's lateness would effect the image of the Chinese people as he or she is the representative of the Chinese people. So the Guide must strengthen self cultivation and train himself of herself to have a high sense of responsibility, which, in turn, would push him or her to secure punctuality.  12.Providence  To practise thrift is a virtue. The Guide should remember that he or she is operating on a budget and every effort must be made to minimize the Travel Service's costs and the tourists' costs as well. The Guide must be thrifty whenever possible, as a penny saved is a penny gained. The Guide must be on guard against extravagance and waste, which is one of the most important requirements for a Guide.导游翻译第二讲Ⅰ.Fifteen Ps  To be a qualified Guide, he or she must try hard to remember the following fifteen words, with P as their initial letters, which embody some necessary but important and concrete requirements for a Guide.  1.Politics  In dealing with foreign affairs, a Guide must have a strong sense of national self-respect and integrity. He or she must stick to the Party's four cardinal principles-Communist Party Leadership, Socialist Road, People's Democratic Dictatorship and Marxism-Leninism-Mao Zedong Thought and in work he or she must have a high sense of political responsibility as his or her job has profound political significance. A Guide must always remember that he or she represents the Chinese people, doing interpreting and introducing our country to foreign visitors.  2.Practice  a qualified Guide is not born but made, so a Guide should try to remember the following proverbs and put them into practice. “For good work, you need sharp tools”,“Practice makes perfect”,“use makes perfect”,and “Fluency comes from practice”。 A greenhorn Guide should be bold in practice and learn from the old and experienced Guides and try to soak up their experiences like a sponge in order to improve his or her own interpreting work.   3.Preparation  A Guide should always remember that preparedness averts, while appeasement abets peril and “walk softly and carry a big stick”。 Wherever a Guide travels with foreign tourists or whoever a Guide accompanies, he or she has to ask himself or herself whether he or she has got everything ready for the trip and all the activities. Careful and meticulous preparation, both academically and materially, is always appreciated by the Travel Agency and foreign visitors.  4.Perseverance  Perseverance means victory. Working as a Guide, he or she is sure to encounter many hardship sand difficulties besides enjoying beautiful scenery with foreign visitors. No pains, no gains. Wisdom domes out of struggling with difficulties. Years of working experiences bring wisdom. A Guide will surely win the final victory and be praised as a qualified Guide with the spirit of perseverance.  5.Progress  “Forward ever, backward never”。 Whenever something crops up, the Guide must be calm, trying every means possible to have the problem controlled and solved. If it is beyond his ability or out of his power, the Guide has to ask his or her superiors for help. The Guide should always aim high,never satisfied with his or her work but trying hard to do his or her work in a satisfactory way. A sense of progress is indispensible to a qualified Guide-interpreter.   6.Proficiency  An experienced Guide, after years of accompanying foreign visitors, is very familiar with the ins and outs of a trip, therefore, he or she is an expert in anticipating, and then trying to solve problems. In order to achieve proficiency in his or her work, the Guide has to be very careful about his or her work, making preparations before the trip and keeping a memo after the trip, in which various kinds of valuable materials and new expressions learned from the foreigners are kept. Therefore, the process of achieving proficiency is an accumulation process. It takes pains for the Guide to do so, as there is no royal road to learning.导游翻译第一讲Qualifications for being a good guide-interpreter   Tourism is a comprehensive economic undertaking and it plays a very important role in a country's economic construction; and it is at the same time a part of foreign relations work, as it offers an effective means for people-to-people diplomacy. In fact, Guide-interpreters are in direct service of foreign visitors and their quality and service play a decisive role in the development of tourism industry in China. Their speech and behaviour directly influence foreign visitor's mood in travelling. In a sense, the function of a four Guide is similar to that of a diplomat of the people. His or her duty is to try his or her utmost to make foreign visitors enjoy their trip in China and at the same time let them understand China's history, geography, people's customs and its cultural tradition better through their interpreting and efforts. Therefore, a tour Guide's service is the key link of tourism industry. The Guide should be the spirit of mountains and rivers, envoy of friendship,desseminator of culture and civilization of the motherland and publicity agent of the new idea and morale of socialism. If a tour Guide's service is satisfactory, foreign visitors would have a good impression of China and the Travel Agency, so that they would plan their second trip to China for other sights and furthermore, they would urge others to come along to see China with their own eyes. A travel Agency would, of course, employ ad many such competent and qualified interpreters as possible so ad to make their business thrive with each passing day.   A tour Guide should be able to act as an attendant, publicity agent, investigator and defender while accompanying foreign visitors. So, he or she has to have a perfect mastery of our Party's policies and political ideology,foreign language and knowledge. He or she must be honest and upright, free from corruption, prudent and careful in his or her work, diligent and assidious in his or her working style.
