　　编者按：外汇、黄金，一直是政府明令禁止除银行和指定国有交易所(中国外汇交易中心、上海黄金交易所)其他企业进行电子化交易的品种。海南大宗商品交易中心现有的货币兑换电子预约业务名义上为“货币兑换电子预约系统为每个货币兑换需求方提供互联网货币兑换电子预约服务，线上预约，线下兑换”，实质上是变相以外汇为标的进行电子合约化交易的行为。不仅涉嫌违反《国务院关于清理整顿各类交易场所切实防范金融风险的决定》(国发 〔2011〕 38 号)中“任何交易场所均不得将任何权益拆分为均等份额公开发行，不得采取集中竞价、做市商等集中交易方式进行交易；不得将权益按照标准化交易单位持续挂牌交易，任何投资者买入后卖出或卖出后买入同一交易品种的时间间隔不得少于5个交易日；”等条目，也涉嫌使用经营现金外汇兑换的资质进行炒汇的事实。尽管该业务获得当地金融办和当地人民银行分行的批复，但并不具有严格意义上的合法性。去年厦门速汇货币兑换有限公司曾经开展类似业务，但很快于7月20日发布公告，称应厦门外汇管理局要求暂停货币兑换电子预约业务。海南大宗商品交易中心此项业务一直游离在灰色范围之内，假如该公告为真实可靠，那停止业务开发也在意料之中。
　　日，海南大宗商品交易中心发布关于《调整经济类会员、经纪商激活的通告》，称自日起，交易中心停止货币兑换电子预约业务的新会员开发，不再激活经济类会员后台。5月20日起，经纪商激活数量累积不得超过家，不再接受经纪商激活。该通告原文如下：
